We have many versions of bills of online rights. Several of them overlap. We do not need yet another document. What we need to do is bring these various lists of rights together, show how they are all rooted in the UDHR and other International covenants and start publishing the united list. If we find that there are rights that have not already been presaged in the existing rights covenant and treaties, then we should consider how to get the new rights established.
This collation and linking is work I have started, but not something I have had the time to ever complete.
So yes, we need a Bill of rights, but we already have multiple drafts that we just need to complete the work on.
